On January 21, the 2026 Work Conference of the China Electricity Council (CEC) headquarters was convened in Beijing. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference thoroughly implemented the guiding principles of the 20th National Congress of the Communist Party of China (CPC), the Fourth Plenary Session of the 20th CPC Central Committee, and the National Energy Work Conference. It earnestly fulfilled the requirements of the Chairman's Office Meeting, summarized work, analyzed the current situation, and deployed key tasks, aiming to accelerate the development of a world-class association and strive to compose a new chapter of high-quality development for the CEC.
Xin Bao'an, Chairman of the CEC, attended the conference and delivered a speech titled Strive with Vigor to Shoulder the Mission, Forge Ahead with Dedication to Open New Chapters, and Create a New Situation of High-Quality Development for the CEC in Serving the Construction of a Strong Energy Country. Yang Kun, Secretary of the CEC Party Committee and Executive Vice Chairman, presented the work report. The conference was presided over by Hao Yingjie, Deputy Secretary of the CEC Party Committee and Secretary-General. Also in attendance were An Hongguang, Member of the CEC Party Committee and Full-time Vice Chairman, Jiang Yufeng, Member of the CEC Party Committee and Secretary of the Commission for Discipline Inspection, and Wang Siqiang, Member of the CEC Party Committee.
In his speech, Xin Bao'an reviewed the remarkable achievements of the power industry in 2025 in ensuring power supply, promoting transformation, advancing reform, and strengthening innovation. He fully affirmed the significant progress made by all CEC staff in pursuing the goal of building a "world-class association" and focusing on the development priorities of "Three Modernizations and Four Excellences". He conducted an in-depth analysis of the current situation and tasks facing the power industry, pointing out the need to deeply understand the extreme importance of ensuring power security and supply, the systematic and arduous nature of the green and low-carbon transition, and the major opportunities brought by artificial intelligence in empowering industry development. He emphasized that the CEC must accurately grasp its new orientation and mission in the construction of a strong energy country, anchor the goal of world-class development, and demonstrate greater performance in serving national energy security, promoting green transformation, and leading intelligent reform, so as to strive to create a new situation of high-quality development through solid dedication.
Xin Bao'an stressed that 2026 marks the start of the 15th Five-Year Plan period and is a crucial year for further advancing the energy revolution and accelerating the construction of a new energy system. The CEC must resolutely implement General Secretary Xi Jinping's important instructions and the CPC Central Committee's decisions and arrangements on energy and power. Centering on the core tasks of building a new energy system and a new power system, it should: consolidate political loyalty and demonstrate new performance in strengthening the Party's overall leadership; keep in mind the country's most critical interests and make new contributions to serving the national strategic overall situation; pioneer reform and innovation and achieve new breakthroughs in leading industry transformation and development; practice the principle of "members first" and make new progress in improving service quality and efficiency; consolidate the foundation for development and take new steps in building a first-class association in the new era. These efforts will contribute more to accelerating the construction of a new energy system, building a strong energy country, and comprehensively advancing Chinese-style modernization.
In his work report, Yang Kun summarized the CEC's achievements in 2025 from seven aspects: adhering to political leadership and comprehensively strengthening Party building in the new era; serving the national energy strategy and making new leaps in the development of high-end think tanks; passing the 5A-level assessment again to further consolidate its leading domestic position; actively participating in global energy governance to continuously enhance international influence; achieving remarkable results in brand building to upgrade professional service capabilities; promoting the in-depth development of the industry culture system by carrying forward the spirit of the new era in the power sector; and achieving new progress in the work of branch institutions and affiliated associations guided by collaboration.
Yang Kun systematically reviewed the breakthroughs and landmark achievements of the CEC since the Seventh Council in think tank development, professional services, international cooperation, and internal governance. He clarified the overall work ideas for 2026 and emphasized focusing on six key tasks: always putting the Party's political construction first to effectively consolidate the political foundation for the association's high-quality development; continuously improving the capacity of high-end think tanks to support decision-making and serve the national energy development strategy from a higher position; continuously strengthening professional capacity building to serve industry transformation and development with a stronger sense of responsibility; continuously refining and optimizing member services to support member enterprises' high-quality development with more practical measures; continuously deepening international exchanges and cooperation to actively participate in global energy governance with pragmatic actions; and continuously improving the internal governance system to lead the CEC's high-quality development through the modernization of governance capacity. These efforts aim to ensure a sound start to the CEC's work during the 15th Five-Year Plan period and strive to write a new answer to the CEC's high-quality development.
The conference announced the CEC's decisions on commending advanced collectives, outstanding employees, recipients of special work awards, and excellent branch institutions for 2025, and presented awards to representatives of the award-winning groups and individuals.
The conference was held in a combination of on-site and video formats. Attendees of the on-site meeting included deputy group leaders of the CEC expert group, deputy secretaries-general, directors and above of all headquarters departments and directly affiliated units, heads of branch institutions and affiliated associations, and relevant award-winning representatives.
