On September 16, the 2025 China-ASEAN Power Cooperation and Development Forum was held in Nanning. The forum was hosted by the China Electricity Council, co-sponsored by China Huadian Corporation Limited, and undertaken by Guangxi Power Grid Co., Ltd., Huadian Guangxi Energy Co., Ltd., and the China Council for the Promotion of International Trade Power Industry Committee.
With the theme of "Green Energy Driven, Digital-Intelligent Innovation", this forum in-depth explored the cutting-edge trends and practical paths of the integrated development of green energy transition and digital technologies, injecting new impetus into the construction of the China-ASEAN Community with a Shared Future. Qian Xueming, Vice Chairman of the Chinese People's Political Consultative Conference (CPPCC) Guangxi Zhuang Autonomous Region Committee; Yang Kun, Executive Vice Chairman of the China Electricity Council; Jiang Yi, Chairman of China Huadian Corporation Limited; Chanthaboun Sukhalong, Vice Minister of Industry and Trade of Laos; and Wan Guocheng, Deputy Secretary of the Party Committee and Chairman of the Trade Union of Guangxi Power Grid Co., Ltd., attended the forum and delivered speeches. Jiang Yufeng, Member of the Party Committee of the China Electricity Council, was also present.
Yang Kun stated that under the Belt and Road Initiative, cooperation between China and ASEAN countries in political, economic, cultural and other fields has been continuously deepened, and energy and power have become the focus and highlight of China-ASEAN cooperation with fruitful results. By 2050, energy demand in the ASEAN region will increase by 3 to 4 times, presenting broad prospects for bilateral cooperation. He put forward four proposals for further deepening China-ASEAN power cooperation in the future: First, strengthen energy and power investment to jointly promote the low-carbon transition and development of regional energy; second, enhance the interconnection of power infrastructure to realize the optimal allocation and efficient utilization of power resources on a larger scale; third, strengthen exchanges and cooperation in power technological innovation to provide technical support for the interconnection of power infrastructure and power capacity cooperation; fourth, intensify power talent training to jointly cultivate high-quality technical and management talents, injecting new vitality into the sustainable development of the power industry.
Qian Xueming noted that Guangxi is an important gateway for China-ASEAN cooperation and has always actively promoted the joint construction of green energy projects with ASEAN countries, deepening collaboration in hydropower, wind power, photovoltaic and other fields. Against the backdrop of the global energy system transforming towards "green, intelligent and integrated", Guangxi will leverage the development opportunities brought by the Belt and Road Initiative and the RCEP mechanism, further integrate resource and technological advantages, comprehensively deepen green energy cooperation, and build a new regional energy system featuring intelligent coordination and efficient connectivity with ASEAN countries.
Jiang Yi said that China Huadian is accelerating its green and low-carbon transition centering on the goals of carbon peaking and carbon neutrality. Over the years, China Huadian has taken the ASEAN region as a key area for its international business layout and has been deeply engaged in the ASEAN market for more than 20 years. It has become the largest power generation operator among Chinese enterprises in the ASEAN region, with a power investment scale of approximately 7 billion US dollars and a total installed capacity of 4.76 million kilowatts in the region, contributing to the economic and social development of ASEAN. In the future, China Huadian will continue to deepen cooperation with ASEAN enterprises, further increase investment in renewable energy in the ASEAN region, better promote win-win cooperation in high-end power equipment, engineering and technical services, talent exchange and training, and assist the green transition and sustainable development of the economic and social sectors in the ASEAN region.
Chanthaboun Sukhalong pointed out that the energy interconnection projects between Laos and China are not only of great significance to the cooperation between the two countries but also have a profound impact on the entire ASEAN region's move towards a green future. Laos is rich in river, wind and photovoltaic resources, with clean energy potential exceeding 60 million kilowatts. The Laotian government is promoting the transformation of this advantage into regional assets to build a regional "power source", and the interconnection with China is the key to activating this "power source" and benefiting the entire ASEAN region.
Wan Guocheng stated that China Southern Power Grid Company has always taken serving the national strategy and promoting regional coordinated development as its responsibility, and has strengthened power grid interconnection with ASEAN countries. Currently, ASEAN has become one of the regions with the fastest-growing energy demand in the world. Guangxi has continuously expanded its power energy capacity, with the proportion of new energy installed capacity exceeding 40%, and the spatial-temporal complementarity of peak electricity consumption between the two sides has become increasingly prominent. The accelerated aggregation of power cooperation requires both technological innovation to break down cooperation barriers and talent training to consolidate the foundation of cooperation. Guangxi Power Grid will continue to leverage Guangxi's geographical advantages and the hub role of the power grid, deepen cooperation with ASEAN countries in new energy development, power grid intellectualization, and mutual recognition of energy standards, and jointly build a regional energy community.
In the keynote speech and thematic speech sessions, guests including Zhu Jizhong (Professor of South China University of Technology, Corresponding Member of the U.S. National Academy of Artificial Intelligence, and Foreign Member of the ASEAN Academy of Engineering and Technology), Someth Soumoni (Undersecretary of State of the Kingdom of Cambodia), Xie Xiaoping (Director of the Academic Committee of the Photovoltaic and Energy Storage Empirical Experimental Platform of the National Energy Administration, and Special Consultant of Huawei Digital Energy Technologies Co., Ltd.), Tse Jun-ying (Director of the Technical Safety Department of Vietnam Electricity), and Guo Gang (Director of the ASEAN Headquarters Affairs Coordination Office of Huadian Guangxi Energy Co., Ltd.) conducted in-depth exchanges and discussions around the forum theme.
The forum also released two energy AI large models, namely "Dawa - Laos Minority Language Energy Industry Large Model" and "Dawa - Tianxuan Adu Meteorological New Energy Large Model", and held the establishment ceremony of the China-ASEAN Energy Institute Council and the opening ceremony for international students of the 2025 cohort. Participants witnessed the cooperation achievements between China and ASEAN countries in power digital-intelligent innovation and talent exchange.
The forum attracted more than 400 representatives from relevant government departments, industry organizations, scientific research institutions and power enterprises of China and ASEAN countries. Concurrent with the forum, the China-ASEAN Hydropower Reliability Management Technology Exchange Seminar and the China-ASEAN Power Industry-Education Integration Seminar were also held.
