On October 31, 2025, the China Electrical Engineering Society (CEES) Power Digital Twin Application Committee Annual Conference and the “Digital Power Grid · Intelligent Engine for the Future” Academic Forum were held in Hangzhou.
On October 31, 2025, the China Electrical Engineering Society (CEES) Power Digital Twin Application Committee Annual Conference and the “Digital Power Grid · Intelligent Engine for the Future” Academic Forum were held in Hangzhou. The forum was co-hosted by the CEES Power Digital Twin Application Committee, the Artificial Intelligence Committee, and the Zhejiang Electric Power Society’s Data Application and Artificial Intelligence Committee.

Academician Guo Jianbo, Honorary President of the China Electric Power Research Institute (CEPRI) and Member of the Chinese Academy of Engineering; Cui Wei, Deputy Secretary-General of CEES; Le Quanming, Chief Engineer of State Grid Zhejiang Electric Power; and Pu Tianjiao, Chairman of the CEES Power Digital Twin Application Committee and Deputy Chief Engineer of CEPRI, attended the conference. More than 150 committee members and representatives from relevant organizations participated. The opening ceremony and technical sessions were hosted by Pu Tianjiao.

Forum Venue

Cui Wei pointed out that the energy transition and digital revolution are deeply converging, and the construction of a new power system has entered a critical stage. Building a twin digital space of the physical power grid through digital twin technology, combined with the intelligent engine role of artificial intelligence, provides an effective path to address the “energy trilemma” of security, greenness, and economy. He hoped that participants would focus on the integration direction and technological pathways of digital twins and AI in the power industry, actively share achievements and experiences, build consensus, and inspire innovation to contribute wisdom and strength to the construction of a new power system.

Cui Wei’s Speech

Le Quanming stated that as a pioneer in the digital economy and an important practice base for the energy revolution, Zhejiang has always taken a leading role in exploring the practical paths of digital twins. State Grid Zhejiang Electric Power has conducted active research and practice in energy supply assurance and power grid dispatching. He emphasized that power digital twins are not merely tool upgrades but a reconstruction of the power system’s cognition and operation models. Challenges such as data processing and model fusion still need to be addressed through joint industry efforts. He expressed hope for deeper exchanges and cooperation to promote the in-depth integration and large-scale application of digital twin technology in the power sector.

Le Quanming’s Speech

Pu Tianjiao highlighted that CEPRI has built a full-modal simulation system for the energy internet and independently developed a large model for the power industry, which has been widely applied in equipment management, dispatching, marketing, and other fields with remarkable results. In the future, CEPRI will focus on core technology research and development in digital twins and AI, industrial ecosystem construction, and achievement transformation, and actively promote the in-depth application of digital twin technology to accelerate the digital and intelligent transformation of the new power system.

Pu Tianjiao’s Speech

In the technical session, Professor Tao Fei from Beihang University delivered a keynote report titled “Exploration and Engineering Applications of the Digital Twin Theory-Technology-Tool-Standard System.” He proposed that digital twins are important enablers for industrial digital and intelligent transformation, attracting wide attention from academia, industry, and government. He discussed the concept and ideal characteristics of digital twins from an academic perspective, analyzed the global research and application status, proposed a five-dimensional model theory-technology-tool-standard system, and introduced relevant engineering practices, providing feasible ideas for the development of digital twin technology and industry.

Tao Fei’s Report

Professor Dong Xuzhu from Wuhan University gave a keynote report titled “Thoughts on the Application of Digital Twins in Distribution Systems.” The report analyzed the integration trends of new distribution systems with digital twins, AI, and other advanced technologies, introduced the development status, challenges, and opportunities of distribution systems, discussed the application goals and framework of digital twins and AI in distribution systems, and analyzed potential application scenarios, providing technically advanced and engineering-feasible implementation paths for promoting the green transformation and high-quality development of power systems.

Dong Xuzhu’s Report

Professor Shen Chen from Tsinghua University delivered a keynote report titled “Promoting AI4EE Research Based on Power Grid Digital Twins.” The report introduced the basic characteristics of physical-digital twin systems and the differences and connections between traditional power system simulation and digital twin technology. It also presented the digital twin system construction tool CloudPSS-XStudio and exploration practices in intelligent simulation based on power grid digital twins.

Shen Chen’s Report

Chief Expert Huang Haichao from State Grid Corporation of China presented a report titled “Comprehensive Demonstration and Practice of Zhejiang Power Digital Twin Grid.” The report introduced the profound changes in the system stability mechanism and operational characteristics of Zhejiang Power Grid, a typical receiving-end grid on China’s southeast coast, and the urgent need to accelerate the construction of a digital twin grid. It elaborated on Zhejiang Power’s practices in promoting key professional applications by focusing on improving three major capabilities—perception, description, and deduction—based on the State Grid’s top-level design for digital twin grids, forming a “136N” comprehensive demonstration system.

Huang Haichao’s Report

Chief Expert Song Lianchang from Huawei’s Power Digitalization Corps delivered a report titled “How to Consolidate the Data Foundation in Digital Twins.” He pointed out that the development of digital twin power grids is accelerating, but the arduousness and complexity of data work in actual construction are often underestimated. The report systematically introduced how to carry out data work from the aspects of data collection, transmission, storage, computing, application, and management, as well as the role of AI in data governance, providing valuable engineering experience for practical implementation.

Song Lianchang’s Report

The Youth Salon was hosted by Academician Guo Jianbo. He noted that digital twins and AI are important engines for the future development of power grids. He emphasized that the key to digital twins lies in achieving “three forms of sharing”: co-creation, coexistence, and common prosperity. He also highlighted the importance of the “six dimensions” of data: angle, dimension, scale, calibration, temperature, and correlation. He encouraged young talents to bravely explore the unknown in science, drive technological empowerment in the industry, and contribute more wisdom and strength to the digital and intelligent transformation of the new power system.

Six young experts, including He Xing (Shanghai Jiao Tong University), Qian Chao (Nanjing University), Yu Zhitong (Tsinghua Sichuan Energy Internet Research Institute), Han Xiao (CEPRI), Cao Shang (China Southern Power Grid Artificial Intelligence Technology Co., Ltd.), and Yu Mengzhou (Inspur Electronic Information Industry Co., Ltd.), shared their research results and technical insights on topics such as digital twins and AI, fully demonstrating the vitality of young scientific research forces in technological innovation.

Youth Salon

The forum brought together important forces from research institutions, universities, and enterprises to conduct in-depth exchanges on the innovative application of digital twins in the power sector. Companies including Sichuan Huakun Zhenyu Intelligent Technology Co., Ltd., Zhejiang Huayun Information Technology Co., Ltd., Chengdu Haiguang Integrated Circuit Design Co., Ltd., and Inspur Electronic Information Industry Co., Ltd. showcased their latest achievements through on-site exhibitions. Participants agreed that the forum had built a platform for industry exchange and cooperation, deepened cross-disciplinary collaboration, and explored the integrated innovation and engineering application of digital twins and AI. The successful holding of the forum will play a positive role in promoting the technological progress and high-quality development of energy and power digital twins, and in empowering the construction of new power systems and new energy systems.
