During the "14th Five-Year Plan" period, China Southern Power Grid Co., Ltd. (hereinafter referred to as "China Southern Power Grid") has anchored the "dual main lines" of digital and green transformation, strived to be the "vanguard" of the energy revolution, and achieved fruitful results in the construction of a new power system: the world's largest-scale AC-DC interconnected power grid has been put into operation; the cumulative power transmitted via the "West-East Power Transmission" project has exceeded 950 billion kWh, delivering green electricity thousands of miles away; digital intelligence empowerment has pushed the power reliability rate in the Guangdong-Hong Kong-Macao Greater Bay Area to the world's top level, with charging piles covering every township without blind spots, and Guangzhou, Shenzhen, and Haikou have successfully won the national "Vehicle-to-Grid (V2G) Interaction Demonstration" gold medal; the number of participants in the power trading market has exceeded 220,000, accounting for a quarter of the country's total, and the market-oriented transaction volume accounts for more than 70%, with full market vitality; the Kunming-Liuzhou-Rongshui DC project has set 19 world records, leading the global race in ultra-high voltage (UHV) technology, fully demonstrating the hard-core strength of a central enterprise's practical commitment.
Recently, China Southern Power Grid officially released the Development White Paper on the New Power System, systematically outlining its innovative practices and iconic achievements in the construction of the new power system during the "14th Five-Year Plan" period with detailed data and vivid cases, injecting "China Southern Power Grid's strength" into energy transformation.
Green Power Supply Enhances Quality and Efficiency
Transformation Accelerates Its Pace
For a long time, the randomness and intermittency of new energy have been pain points in the industry. Now, China Southern Power Grid has broken the problem with digitalization, making it a reality that green power can be "generated, connected, and utilized well". By accessing the new energy dispatching and operation management platform, real-time information of nearly 1,600 centralized new energy stations is presented. The short-term prediction accuracy of wind power and photovoltaic power reaches 88% and 93% respectively, and more than 95% of key data are shared at the grid, provincial, and local levels. The once "uncontrollable" wind and solar resources are now "well-understood", reducing the construction cost of regulating power sources by millions of kilowatts alone.
After five years of hard work, the foundation of green supply has become increasingly solid. In the five southern provinces, the non-fossil energy installed capacity and power generation accounted for 66% and 56% respectively, ranking among the world's leading large-scale grids of the same scale; the new energy installed capacity has exceeded 257 million kilowatts, an increase of 3.5 times compared with 2020, firmly taking the position of the largest power source in the region, and the pattern of clean and low-carbon supply has basically taken shape. The "8 AC and 10 DC" major channels of "West-East Power Transmission" run through the east and west, with power transmission capacity exceeding 58 million kilowatts, and the cumulative proportion of clean electricity transmitted exceeds 80%, like a series of green energy arteries, continuously delivering western clean energy to the eastern load centers. The Zangdongnan to Guangdong-Hong Kong-Macao Greater Bay Area ±800 kV UHV DC project has started construction, the Hainan 500 kV provincial digital power grid is about to be put into operation, and the Guangdong Yangjiang Sanshan Island Offshore Wind Power Flexible DC Transmission Project is steadily advancing. A number of key projects have been put into operation one after another, making the green channel more unobstructed.
Green consumption has become a social trend, and energy transformation has benefited people's livelihoods. According to reports, since the "14th Five-Year Plan", the electricity substitution volume in the five southern provinces has exceeded 2,400 billion kWh, and the proportion of electricity in terminal energy consumption has reached 34%, 5 percentage points higher than the national average. More than 100,000 charging piles are distributed in urban and rural areas, and the Guangdong-Hong Kong-Macao Greater Bay Area has achieved full coverage of European standard charging piles at the county level. In 2025, the trading volume of green electricity and green certificates reached 2,500 billion kWh, exceeding the total of the previous three years, and the trading of green certificates in Hong Kong, Macao, and Taiwan has been fully covered. Green power has been directly delivered from the production end to the consumption end, building a convenient bridge for all sectors of society to participate in the "dual carbon" practice.
Coordination of Source-Network-Load-Storage
Smooth "Microcirculation" of Development
The construction of a new power system requires not only the individual breakthrough of each link but also the collaborative operation of source, network, load, and storage. During the "14th Five-Year Plan" period, China Southern Power Grid has solved the problem of supply-demand matching with a systematic approach, enabling green power to flow efficiently in the entire chain of production, transmission, consumption, and storage, and playing a symphony of coordinated development.
Data witnesses the leap in regulation capacity – during the "14th Five-Year Plan" period, the installed capacity of pumped storage put into operation, under construction, and planned by China Southern Power Grid has exceeded "30 million kilowatts", and the installed capacity of new energy storage has exceeded 15 million kilowatts, with various new energy storage technologies achieving new breakthroughs; the demand-side response level of the entire network has reached 7.6%, and more than 110 virtual power plants have aggregated 15.8 million kilowatts of controllable loads, injecting "flexible power" into the stable operation of the power grid.
Mechanism innovation guarantees the development – Guangdong, Guangxi, and Guizhou have issued the rental guidance price for shared energy storage, Guangxi, Guizhou, and Hainan have established a peak shaving auxiliary service market, and frequency modulation services have achieved full settlement coverage in the five southern provinces. Market leverage has made resource allocation more efficient, and the system regulation capacity has been significantly improved.
In the construction of virtual power plants, the practice in Shenzhen is a model. Here, the slogan "a new energy vehicle is a mobile energy storage" has become a reality. The virtual power plant and AI "collaborate across fields", integrating scattered loads such as charging piles, photovoltaic power, energy storage batteries, and air conditioners into a whole, creating a "virtual power plant cluster" with 1.1 million kilowatts of real-time adjustable loads, with a response speed of milliseconds, achieving a win-win situation where car owners benefit, property owners increase income, and the power grid is flexibly regulated.
It is understood that China Southern Power Grid is currently focusing on building a new power load management system, planning to build a 10-million-kilowatt-level power load "resource pool", accessing controllable loads equivalent to 24.6% of the total network load, and scenarios such as electric vehicle invitation valley charging and V2G reverse power discharge have been fully covered in the five southern provinces. 35 new power system demonstration zones and 36 near-zero carbon demonstration zones have been built one after another. Among them, 25 have obtained carbon neutrality certification, providing replicable and scalable "China Southern Power Grid samples" for the coordinated development of source-network-load-storage across the country.
Intelligent Digital Technology Drives Innovation

Sky-ground-vehicle 3D inspection safeguards the safety of the power grid, unattended substations operate efficiently, and the dispatching center can control equipment thousands of miles away with a single click... These sci-fi scenes have now become the daily operation and maintenance reality of China Southern Power Grid.
During the "14th Five-Year Plan" period, China Southern Power Grid has promoted the profound transformation of the power grid from a traditional type to an intelligent type with "cloud, big data, IoT, artificial intelligence, and blockchain" technologies as the support, enabling new productive forces to surge in the power industry.
Digitalization empowers operation and maintenance innovation – more than 1 million kilometers of transmission lines have achieved "machine inspection as the main, manual inspection as the auxiliary", the risk of disasters on 500 kV and above lines is fully covered by intelligent perception, and the unmanned inspection of 35 kV and above overhead lines by drones is comprehensive. 99.5% of substations have achieved unattended operation, the effective coverage rate of distribution automation has increased to 99.72%, and the coverage rate of distribution network self-healing has reached 97.71%, an increase of 50 percentage points and more than 63 percentage points respectively compared with 2020, making the "ballast stone" for the safe and stable operation of the power grid more solid.
Scientific and technological innovation has yielded fruitful results – the "Dawatt · Power Control" large model has won the highest award at the World Artificial Intelligence Conference and been selected as one of the top ten "national treasures" of central enterprises; the fully independent and controllable power market solver "Tianquan" is operating normally in the world's largest and most complex southern regional power market, with computing performance exceeding that of international top products; the "Electric Eagle" ecological circle links more than 500 industrial partners and 3,000 power terminals, adapting to more than 100 mainstream chips and 40 modules, building an independent and controllable industrial ecosystem; China's first set of electric-carbon-calculation collaborative operation system realizes the migration of eastern computing power to low-cost electricity regions in the west, reducing the annual computing power operation cost by more than 10%, and creates a new path for the coordination of electricity, carbon, and computing.
The construction of digital power grids is progressing steadily – China Southern Power Grid has taken the lead in establishing the Power Industry Artificial Intelligence Alliance, released the first national artificial intelligence application pilot base in the energy field, and a series of plans, white papers, and standards have been issued, drawing a "roadmap" for the construction of digital power grids. By stimulating the capacity demand of the digital supply chain upstream and downstream, promoting resources to concentrate on the middle and high ends of the industrial chain and value chain, China Southern Power Grid is leading the formation of a new industry pattern of industrial chain integration and development, making digital power grids a key carrier of the new power system and providing solid support for the transformation of the energy system.
