On June 14, the 2026 Cross-Strait Forum on Integrated Energy and Power Development opened in Xiamen. Co-hosted by the China Society for Electrical Engineering, State Grid Fujian Electric Power Co., Ltd., Taiwan Electric Power Development Association and Taiwan Baibo Think Tank Association, the forum was undertaken by the Fujian Society for Electrical Engineering, Fujian Society for Hydropower and Clean Energy Power Generation Engineering, and State Grid Xiamen Power Supply Company.
With the theme of "Accelerating the Development of New Power Systems, Lighting Up a Green Energy Future Across the Taiwan Strait", the forum brought together experts and scholars from cross-strait energy and power academic associations, universities, research institutions and energy enterprises. Participants conducted academic exchanges and technical seminars, shared practical achievements, integrated cross-strait experience and strengths in energy and power technologies, and jointly boosted the coordinated development of energy and power industries on both sides of the Taiwan Strait.
Distinguished attendees included Chen Guoping, Vice Chairman of the China Society for Electrical Engineering; Ling Wen, Member of the Chinese Academy of Engineering and Chairman of Shandong Association for Science and Technology; Tang Jun, Chairman of State Grid Fujian Electric Power Co., Ltd., and Li Yingjun, its General Manager; Lin Xueli, Member of the Party Leadership Group and First-Class Inspector of Fujian Association for Science and Technology; Hsiao Chin-yi, Chairman of Taiwan Electric Power Development Association; Tsao Min-ho, Chairman of Taiwan Baibo Think Tank Association; Huang Ping-chun, Distinguished Professor at National Taiwan Normal University; Wang Sheng-shih, Doctor from National Taiwan Ocean University; Yeh Chih-hung, Professor at Feng Chia University and Yuan Ze University; Zuo Mingjian, Fellow of the Canadian Academy of Engineering and Distinguished Professor at the School of Intelligent Manufacturing and Future Technology, Fuyao University of Science and Technology; Zhao Jianjun, Deputy Secretary-General of the China Society for Electrical Engineering; Xu Fucong, Chairman of the Fujian Society for Electrical Engineering, Ding Zhihua, its Vice Chairman, and Fang Risheng, its Secretary-General.
In his keynote speech entitled Reflections on the Development of New Power Systems and Technological Innovation, Chen Guoping noted that the development of new power systems has brought dramatic shifts to power supply mixes, alongside profound transformations driven by power electronicization of power grids and active distribution networks. Faced with dual challenges of balance and stability in system operation, efforts should center on the "Four Extremes" characteristics of new power systems — expansion to the macro scale, deep penetration at the micro level, adaptability to extreme operating conditions, and comprehensive interdisciplinary integration. He called for strengthened innovation in basic theories, breakthroughs in fundamental theories governing system balance and stability, and reconstruction of three core technical frameworks covering system analysis, operational control and fault defense. He also advocated technological innovation across coal, hydropower, gas, nuclear and new energy power sources, as well as advancement of grid technologies such as flexible direct current transmission, synchronous condensers and grid-forming inverters, together with supporting market systems.
Ling Wen delivered a keynote address themed Strait Impression: Zero-Carbon Smart Energy Island. Rooted in the strategies of building a maritime power and advancing green low-carbon development, he proposed building a marine new energy demonstration base featuring complementary wind, solar, wave, tidal current and tidal power centered on a marine energy corridor. Two supporting pillars were outlined: a science and innovation wing to underpin R&D, pilot testing, verification and industrialization of marine renewable energy, and a cultural tourism wing centered on the "Strait Impression" cultural IP to showcase marine civilization and facilitate cross-strait exchanges and integration. He also put forward plans for large-scale comprehensive three-dimensional development bases for deep-sea marine economy, marine new energy laboratories, science and innovation parks and industrial parks, exploring an innovative model for uninhabited islands featuring zero-carbon environmental protection, harmonious coexistence between humans and the ocean, and coordinated industrial development.
During the opening ceremony, Tang Jun stated that energy and power professionals from both sides of the strait should jointly carry out wind power planning for the Taiwan Strait, deepen research on power interconnection routes, co-establish an offshore wind power R&D and innovation platform, and build a complete industrial chain for offshore wind power. He urged faster alignment of cross-strait standards for new power systems, green power trading, energy storage safety and grid interconnection, aiming to realize unified standards applicable across both sides, so as to cut cooperation costs and boost collaborative efficiency.
Lin Xueli remarked that amid global consensus on green and low-carbon transition, both sides boast broad prospects for cooperation in new energy, smart grids, energy storage and other energy and power sectors. The forum will further promote regular communication mechanisms between cross-strait energy and power academic societies, research institutes and power enterprises, accelerate the formation of a Fujian-Taiwan science and technology community, and pool wisdom to advance green, low-carbon, coordinated and sustainable development of cross-strait energy and power industries.
Hsiao Chin-yi pointed out that both sides have solid technical reserves and remarkable achievements in energy and power technologies, smart grid construction and energy storage applications, with State Grid delivering outstanding results in relevant fields. Deepened exchanges and mutual recognition of technical standards in the energy and power sector will not only reduce costs and raise efficiency for cross-strait green energy industries, but also enable complementary advantages in regional energy transition.
Tsao Min-ho said that the power industries on both sides share natural foundations and broad room for collaboration when tackling common challenges such as high penetration of renewable energy integration and secure and stable grid operation. Taiwan Baibo Think Tank Association will consolidate industrial experience to advance the implementation of unified cross-strait standards, deepen think tank research to offer policy suggestions for new power system construction, build exchange platforms and foster an ecosystem for young cross-strait talent cooperation, expanding collaboration dimensions and enriching cross-strait integrated power cooperation.
During the keynote session:
- Huang Ping-chun delivered a presentation Enabling Power Technology Innovation via Cold Fusion, introducing cold fusion (low-energy nuclear reaction) technologies.
- Zuo Mingjian shared insights on intelligent and digital technologies in his speech Intelligent Operation and Maintenance of Power Systems, focusing on the construction of agent-based intelligent operation and maintenance platforms.
- In his report Research on AI Application for Vibration Monitoring and Mitigation of Wind Turbines, Wang Sheng-shih proposed installing vibration sensors to capture real-time vibration signals and adopting artificial intelligence for modal analysis to identify risk factors and protect large wind turbines.
- Li Yingjun’s speech Pooling Efforts to Overcome Technical Barriers for Strait Wind Power and Boost Cross-Strait Integrated Energy Development highlighted breakthrough innovation in planning technologies, equipment manufacturing, innovation platforms, engineering capacity development and industrial chain layout for deep-sea wind power, expansion of wind power research and test bases, and construction of offshore wind power industrial technology engineering centers.
- Yeh Chih-hung presented the theory and framework of an agent-based AI autonomous optimal integrated dispatching and management platform covering power generation, transmission, distribution and storage in his report.
On the sidelines of the forum, Tsao Min-ho, Chairman of Taiwan Baibo Think Tank Association, presented calligraphy works themed "Cross-Strait Integrated Development" to the China Society for Electrical Engineering, State Grid Fujian Electric Power Co., Ltd. and the Fujian Society for Electrical Engineering. Sub-forums on new power system development and a Cross-Strait Youth Power Science and Technology Salon were also held to further deepen cross-strait exchanges and cooperation in energy and power.
